This study aims to explore illegal migration, or illegal entry, from China into Korea as it has been a major social issue in Korea, due to the rapid increase in illegal status of foreign workers of which the estimated number reached approximately 300,000 at the end of the year 2005. Although the international community demands to deal with illegal migrants as victims of the international labor flow, the Korean society does not seem to share this view. The public in Korea does not seem to realize the meaning of the demand for such actions because it does not know the actual situation of illegal entry in Korea.
In this study, I mainly attempt to find out 1) how the broker organization for illegal migration is working, 2) what the characteristics of illegal migrants are, 3) what routes are used for illegal migration, 4) what the impacts of illegal migration are, 5) what types of countermeasures to illegal entry the Korean society can provide, by newly defining illegal entry, including migration without legal documents, legal migration with fake documents, and fake marriage.
The illegal migrants from China usually paid US$ 10,000 to 16,000 for the illegal entry to Korea. The brokers of this business are openly running the business in Beijing. Most (70%~80%) of those who illegally entered into Korea possessed C-2 visa (visiting Korean business partners), C-3 visa (short-term visit to relatives in Korea), and marriage visa. Thus, the Korean government should be careful then issuing those visas. Ultimately, the Korean government should change the immigration laws to satisfy the international and neighboring country's demands.
