This report was originally intended to restructure the whole system of the national victimization survey, which is currently waging its 6th implementation. The process involves such tasks as overcoming the problems and limitation of current victimization survey, gathering more valid and reliable data, and finally acquiring the status of "National Statistics" approved by the Korea National Statistical Office.
It also aims to wage the following assignments through developing more scientific research methods on crime phenomena: ① figuring out the victimization rate and cost of index crime victimization such as robbery, theft, violence, sexual assault, fraud, threat and vandalism, ② finding out the vulnerable factors of crime victimization, and ③ providing various information on crime victimization of Korean people including their perception, fear and attitude on crime in the form of concrete dataset.
This report is largely composed of part Ⅰ and part Ⅱ. The part I is about the whole process of preparing the 6th national victimization survey as an official statistics approved by the Korea National Statistical Office since the first workshop held on August, 2008 to discuss and prepare the basic restructuring plan. The part Ⅱ is about the basic statistical results of victimization survey including vulnerable factors of victimization and fear of crime. HLM (Hierarchical Linear Model) was utilized to analyse the dataset, which largely improves the reliability of the statistical outcomes using robust standard error.
Finally, this report suggests study implication and future tasks to fully utilize the invaluable dataset on victimization in Korea. They are the necessity for further analysis on the dataset, further investigation on the effects and impact of restructured survey method, continued efforts for the development of research method, improvements for questionnaire design, necessity for extending sample size, coordinating the period for fieldwork, and adopting CAPI (Computer Assisted Personal Interview) for future data collecting method.
