One of the serious concerns in Korean juvenile delinquency is that the proportions of persistent delinquents have continually increased in recent years. The purpose of this study is to examine the causes of persistent delinquency and suggest ways to deal with such problems. Hypotheses are derived from the Moffitt's theory on heterogenous etiology and tested by the panel data that were reported in 2004 and 2005 by Korean Youth Panel Studies.
The participation rates of delinquency among panel youths have decreased from 2004 to 2005. The decreasing tendency is the same to what appeared in official statistics. Also, status offenses are shown to function as a stepping stone in the development of delinquent behavior. It's rare for the youths to commit serious offenses at the intial stage of delinquency involvement. They tend to commit status offenses at the initial stage and move to more serious offenses at the later stage. Persistent delinquents are only 6 percent of the panel youths. However, their share on the total delinquency are astonishing. They occupy the 44 percent of all delinquent behaviors committed by the panel youths.
Results of testing hypotheses generally support the Moffitt's theory. Problematic traits are significantly related to persistent delinquency. Youths of possessing low self-control and hyperactivity are likely to be persistent delinquents. Also, cumulative disadvantages are significantly related to persistent delinquency. Those youths who have difficulties in maintaining prosocial relationships and coping with negative social expectations are likely to be persistent delinquents. The correlation coefficients between problematic traits and cumulative disadvantages are high enough to support the Moffitt's contention. Overall results of this study indicate that youths are likely to be persistent delinquents by the direct effects of problematic traits and indirect effects of cumulative disadvantages mediated by problematic traits.
Early intervention by juvenile justice system are suggested to be carefully implemented for the status offenders. Also, the author proposes that reconciliation conference programs should be seriously considered as the new ways to treat persistent delinquents.
