FMS system is an important means in improving national defense strength as a type of overseas imports which ROK Armed Forces has purchased the weapons from the USA together with commercial purchase. The sum of Korean FMS money in progress as of June 2008 is over 11.6 billion dollars. ROK became the biggest FMS purchase country from the USA in 2007 through purchasing 3.7 billion dollars of defense materials. ROK secures the 5th position in the world in FMS purchase. However, ROK hasn't received a corresponding treatment to her FMS purchase records. Thus, ROK has to devise a confrontation plan which can accomplish her demands.
This paper is to present the confrontation plan of the ROK Armed Forces after looking into the background and direction of FMS system reform.
Research findings are;
First, the project drive plans coped with FMS system reform of the USA are: (1) magnification of information request prior to LOA signature; (2)deliberation of confrontation plan in case that performing cost of offset trade would be included in LOA during LOA signature; (3) active application of American weapon and military technology transfer system; and (4) establishment of following logistics support countermeasures about the weapons to be weeded out.
Second, the development plans of policy toward FMS system are: (1) LOA signature utilizing the stand-by L/C(Letter of Credit); (2) reinforcement of overseas procurement information collection system; (3) active drive of raising to higher status as a higher rank FMS purchasing country; and (4) specialist training associated with FMS projects.
