During the last decade, the basic paradigm for international trade has been changed from trade liberalization toward trade facilitation. Furthermore, it is urgently required to secure social safety in the whole process of international trade. This is mainly due to 9ㆍ11 terror in 2001. The WCO and WTO officially proposed a series of proceedings and policy implications against possible terror.
This paper discusses the significance of harmonization of trade facilitation and social security. Because of advanced IT and board openness, the chance of illegal carrying of hazardous items are dramatically increased during the last decade. Even it may be contradictive between trade facilitation and social security, the paper examines how they can be harmonized without resulting negative effects on trade.
For the purpose, the paper suggests four important schemes. The first is to facilitate most sophisticated and precision equipments and devices for surveillance and detection. This enables more accurate pre-examination and thus prevent possible breakdown in advance. Second, it is required to interchange related information between involving institutions and furthermore to establish information network covering whole range if possible. Third, it is very important to secure highly educated specialists and technicians to manage the system more efficiently and to manipulate the equipments and devices more effectively. Finally, the international cooperations between each nation's customs and related institutions are highly recommended to the extent the harmonization between trade facilitation and social security sustains.
