The search for combining democratic value and socialistic ideal has been continued since the beginning of 20th century in China. Though Western democracy and socialism attracted many Chinese intellectuals, they hardly pursued individual freedom by liberal democracy or by liberal capitalism because they sought western values as means of the national wealth and strength. Throughout the 20th century revolutionary progress, emphasis has been shifted between nationalistic goal and socialistic ideal.
Chang, Dong-sun, as a philosopher, a professor, and as a journalist contributed a lot of political essays, participated nationalistic and/or democratic movements throughout the former half of 20th century. He regarded democracy as a principle and attitudes of life, and praised it as the most brilliant achievement of mankind. He insisted that China must enter the democratic road in spite of lacking conditions for democracy. The road for democratic goal was thought to be far and high above, so it would take a long time to achieve it. However hard it might be to arrive at the democratic goal, one must take the democratic road preparing conditions for realization of ideal democracy.
Material foundation was regarded to. be one - of the most important conditions for democracy. The economic development was very important not just for improving everyday life of the people, but for practicing democracy. He advocated planned economy for rapid industrialization, but warned against the concentration of power of the state. As an advocate of democracy, he criticized the Kuomintang government for its autocratic rule and corruption. Though he sympathized the ideals of communists, he was very reluctant to join the communist revolution for its theory of class struggle and proletarian dictatorship.
Actually he was a renowned advocate of socialism since the end of 1910's. He preferred gradual reform to violent revolution, and insisted that China was not ready for a communist revolution on the ground that the level of industrial development and class consciousness of proletariat were premature.
Combining merits of democracy and socialism, he suggested 'socialistic democracy' and 'democratic socialism.' The 'Middle road' that Chang Dong-sun put forth in 1946 was an extension of 'socialistic democracy.' Reflecting the conflicting situation of Kuomintang and Communist, the Middle road contained a suggestion of coalition government in addition to the system of Third road mixing democratic political system of Western countries and socialistic planned economy of the Soviet Union.
