The purpose of the paper is to predict the issues for the next negotiation on agriculture and to present our negotiation strategies by summarizing and evaluating some of the major outcomes from the latest round of negotiations on agriculture.
It is expected that the next round will tackle new trade issues and unfinished issues in the UR round agreement on agriculture including liberal market access, reductions in domestic support and export subsidies, strict disciplines on the activities of state trading enterprises, and tigter restrictions on the use of SPS measures. These complicated issues will bring complexity to the next round of negotiations.
In conclusion, the paper emphasized the following four suggestions to make the next round of negotiations more efficient: (1) starting the next round of negotiations on the basis of the UR agriculture agreement should minimize the shocks by slowing down reform until other countries' economies are stabilized: (2) pursuing the multi-functionality of agriculture through negotiations should focus on values that could not be treated in the maket: (3) differentiating developing agricultures by stressing the disav/dvantages: (4) exchanging ideas and information from every sector of agriculture should be applied to maximize efficient negotiation strategies.
