According to the findings from this study, we can conclude that supports of the upper manager and activities related to the public relations are mostly important factors. The concerns of upper managers are requested to reduce the import and export clearance costs, shorten the processing time, and increase the accuracy of the process, for, in general, the behaviors of the members of the organizations are deeply affected by the wills of the upper managers. And there can be some rejection symptoms to new technologies, continual efforts for the public relations on the institutions and systems in and out of the organizations are needed to reduce the symptoms about the new technology environment, that is, the single clearance window. Especially, as the users are to be accustomed to the utilizing environment for the reason that the single clearance window system works in the internet system, careful attention should be paid for the remote supports. Furthermore, utilizing functions for the convenience of the users should be made up for to increase the use rate the circumstances, being that there are no compulsion to use the single clearance window system because that system was originally developed as the optional choices of users. And the conditions for the incentive system for the users should be presented to increase the use rate.
