The Russian minister Pavlov was cautious of Japan most of all. He concentrated on the concession of the Seoul-Euiju railroad, the lease of Masanpo (馬山浦), and the Korean-Russian telegram construction project. He emphasized on the policy of universal peace of Russia and gave a warning to the Japanese for their aggressive policies. He objected to the neutralization of the Great Han Empire and its military buildup for he was cautious of the Japanese advance in Korea.
Pavlov suggested to King Gojong that Russia share the defense load with Japan in the Great Han Empire. The ruling class in Korea concluded it as the devision of the country. As a result the Great Han Empire propelled neutralization for sovereignty safeguard. The Neutrality policy aimed at checking aggression of Japan and Russia. Therefore the diplomacy of the Great Han Empire did not take the pro-Russian line.
Pavlov preferred the advance into China to the advance into Korea. Therefore he sought for mutually agreeable compromise with Japan. The activity of Pavlov in the Great Han Empire aimed at checking the Japanese advance in Korea until a new Russian-Japanese convention. The Russian Ministers to the Great Han Empire attempted to obstruct the advance of the British and the Japanese by aligning with the Germans and French.
