King Kojong(高宗) recognized that Great Britain was a Big Power. Therefore King Kojong hoped that Great Britain would perform a mediation role in the balance of power. Also King Kojong hoped that Great Britain would use one' influence in conclusion of international treaty for Independence of Great Han Empire.
The Great Han Empire was cautious of an infringement of sovereignty by Russia. The Great Han Empire approached to Great Britain for safeguard of sovereignty. King Kojong complied with Great Britain's request. Namely King Kojong granted to Great Britain Eunsan(殷山) mining concession and Masanpo(馬山浦) lease.
Great Britain concluded a treaty of Anglo-Japanese alliance with Japan in January 1902. Great Britain cooperated with Japanese advance into the Great Han Empire.
King Kojong prepared for break out of Russian-Japanese War. As a result Great Han Empire made public declaration of neutrality successfully on the eve of Russian-Japanese War. As mentioned above, King Kojong approached to Great Britain. But Great Britain had negative view for subject of Great Han Empire's Independence. Therefore Great Britain doesn't have the least interest in subject of Great Han Empire's neutralization. As a result a policy toward Great Britain of King Kojong received a setback.
