In this article, I analyzed how the 18th century Chinese state viewed and controlled the compilation of local gazetteers and other private local histories. More specifically, I examined the state policy to censor the contents of gazetteers before their publications, and its criticism against the existing practice of local history compilations. Finally, I placed under this politico-cultural context the theories on local gazetteers proposed by Zhang Xuecheng, an eminent historian of the 18th-century, and explained how his theories reflected the ongoing state efforts to centralize culture.
The Qing government under the Qianlong emperor was wary of the gazetteer compilation practice which the state believed reflected the interests of powerful local families and therefore unjustifiably included unworthy members of those families. The government was also highly critical of the "parochialism" that pervaded local gazetteers and private local histories, "parochialism" meaning localist view which often deviated from the official historical perception. As a result, the state tried to impose on the local population orthodox government views of historical figures and events, and at the same time enforced stricter criteria in the selection of deserving figures for the local recording. In other words, the 18th century Chinese state intervened ever more deeply in the cultural practices of local elites.
Zhang Xuehcheng's theories on local gazetteers was a product of this current, as his theories were conditioned by his negative views of local gazetteers that he believed had been relegated to mere tools for elevating the status of local powers. It was no coincidence that he envisioned a greater government role and intervention in the gazetteer compilation process.
The Qing state believed that taming centrifugal local forces, especially the gentry power of the Jiangnan region, was a crucial condition for making the empire stable, and took various measures to restrain their power. The strengthened government control over local gazetteers and private local histories was another aspect of this overarching state agenda necessitated in the process of empire-building.
