This paper explores An Yongbok's role in the territorial dispute over the islands Uleungdo and Dokdo. It first treats the kidnapping of An Yongbok to Japan in 1693 and the Bakufu's prohobition of Japanese navigation to the island jukdo (Uleungdo). It also examines the diplomatic settlement in 1699 regarding the nationality of Uleungdo and jasando with the prohibition of Japanese navigation to those islands.
(1) An Yongbok got a clue to the solution of the territorial problems of Uleungdo-and Dokdo-by persuading the Totdorihan while he was in Japan after kidnapping. That means that he let the Bakufu accept the suggestion of the Totdorihan and proclainled an edict to prohibit the Japanese to navigate to Uleungdo and Dokdo on the 28th day of the first month in 1696. This edict proves that Japanese government admitted that Uleungdo and Dokdo belonged to Joseon, not Japan.
(2) Both the governments of Joseon and Japan followed the necessary procedures for the confirmation that Uleungdo is under the suzerainty of Joseon after the decree of prohibition of Japanese navigation to Jukdo (Uleungdo and Dokdo).
As we see, the most important achievement of An Yongbok in this matter was done during his stay in Japan. It is highly laudable that he accomplished the important task to let the Japanese government proclainl the decree of prohibiting the Japanese navigation to Uleungdo by persuading the Totdorihan authority.
