The purpose of this study was aimed at finding of improvements and suggestions for encouraging cycling through analyzing expected and administrative problems in bicycle policy. It was focused on changing of traffic law related bicycle and improvements on expected problems in the future. Because, in case of Korea, we stands at the beginning of bicycle policy with respect to the other advanced nations.
Firstly, governmental policy for bicycle was focused on supply of bicycle road and parking facilities. But They were avoided by bicycle users because they were constructed not user’s side but administrative side. Then, we have to concentrate on improvements of prevention of theft, safety, transferring, and education.
Secondly, the main reason that we can’t promote bicycle use is in unreasonable traffic law such as low law position of bicycle comparing with other traffic modes, unclear regulation, unreasonable insurance, ineffective linkage system with other traffic plans.
So, the bicycle plan which is planned by local government have to link with other traffic plans like urban transportation plan. And we need to have bicycle ordinance, which it has specific regulations for bicycle users’benefit. In addition to these, we also need well designed administrative system, master plan by Kyonggi-do and education for public officers who manage bicycle policy.
