According to the Millennium Development Goa1s(MDG) from 2001, the development of Africa is re-approached by the major countries such as USA and China, Japan and EU, etc. Those countries are very competitive to secure their interest especially in oil exploitation in the west Africa.
Korea also realized African countries as new development partners instead of the aid recipients. From this point of view President Roh Moo-hyun's Summit with the presidents of Egypt, Algeria and Nigeria during last March seems to follow the major countries' energy diplomacy wheel tracks. The diplomatic results were successes in various fields such as economic cooperation and other international and global issues. The major conversationable categories are IT, electrification project, resource exploitation, and training to share the Korean experiences of economic development. For the efficient performance Korea declared the "Korea Initiative" by expanding the ODA program for Africa and established the government task force team for the bilateral cooperation.
The achievements of Korean ODA recorded US$ 752 million in 2005 which is increased 78% compared to previous year. The share of ODA/GNl is jumped to 0.1% in 2005 compare to the 0.06% in 2004 and the per capita ODA is US$ 15.6. This record could be blamed as the lowest among the aEeD members and far from 0.7% of GNl the UN's recommendation target. However, it cannot be disregard the short transforming period of Korea from recipient to donor country. Fortunately, Korea declared 'Korea Initiative' for the ODA program during the summit especially in the field of training and sharing the Korea's economic development experiences, and initiating the campaign against African poverty.
Korea's comparative advantages for ODA are related to the field of IT industry, mobile phone, e-govemment, and development training. For this object Korea just started to establish 'Korean Brand' for the ODA program by initiating 'Korea-Africa Economic Cooperation Conference (2006.4.24-4.30)', and 'Korea-Africa Forum on Nov. 8, 2006.'
