Comparing South Korea and Japan, this paper deals with the similarity and difference in people's consciousness and attitudes toward homelessness between the two countries. How do the people identify causes of homelessness? What attitudes do people have toward homelessness? Are the attitudes toward homelessness related to the identification of causes of homelessness? These issues are very important, though they are rarely discussed.
The Koreans have different opinions on causes of homelessness from the Japanese. The Koreans have also different attitudes toward homelessness from the Japanese. The Koreans consider structural factors as the main cause of homelessness, and have positive attitudes toward it. On the contrary, the Japanese take individual factors into consideration as the main cause of homelessness, and have negative attitudes toward it. Both in South Korea and Japan, the identification of causes of homelessness has an effect on the attitudes toward homelessness. Considering structural factors as the main case of homelessness leads to positive attitudes toward it as in the case of South Korea, while identifying individual factors as the main cause of homelessness leads to negative attitudes toward it as in the case of Japan.
