The major problems of tough-constructions are (ⅰ) whether or not the tough-predicate assign an external θ-role, (ⅱ) how the locality and case-theoretic problems in tough-constructions can be explained, and (ⅲ) how the A-movement and A’-movement properties of tough-constructions can be accounted for. We argue that problems in tough-constructions can be explained under the concept of CP-predication, suggested by Idan Landau(2009). Since Chomsky(1977), the predicative function of CPs has been demonstrated for CPs that contain a gap such as copy raising constructions and tough-constructions. Landau(2009) argues that it has been clear that (i) the gap is formed by movement, and (ii) the CP is turned into a predicate by the operator-gap dependency. In conclusion, we suggest the following two points. First, the tough-subject that can not be licensed by tough-predicate can be licensed by the embedded CP-predication. Second, the tough-subject is moved from [Spec, vP] into [Spec, TP].
