The purpose of the study is to present an appropriate approach to urban development plans by analyzing residential environment of the areas above the Han River. For the study, residence suitability of the northern part of Seoul was analyzed based on GIS(geographic information system), and the areas concerned were categorized and looked into by their residential grades(from grade 1 to grade 5) based on the analysis of urban infrastructure state. The analysis of residence suitability of the northern part of Seoul shows that areas with poor urban infrastructure were concentrated in this part of the city. The study found out that there is a need to improve urban infrastructure of the areas, which were identified residential suitability grade 5 based on urban infrastructure. Also, the study shows that there is a need to develop comprehensive plans by timing and phase in order to improve residential environment of the areas concerned while providing necessary urban infrastructure. In addition, from the perspective of a policy on urban regeneration plans, physical conditions of the areas concerned should be focused on while from the perspective of developing plans, urban architectural elements, rather than commercial ones, should be focused.
