Low fertility has become quite commonplace worldwide, and Europe has experienced below replacement fertility for several decades. In addition, lowest-low fertility, defined as a period total fertility rage below 1.3, has rapidly spread in Europe during the 1990s and is likely to expand further. Roughly speaking, contributions that aim at explaining the causes of low fertility may be grouped into two main categories: 1) a structural approach, which provides explanations based on such economic factors as rising female education and labour supply, policy changes, and responses to actual and expected employment as well as general economic conditions and 2) a cultural approach centered around the notion of the Second Demographic Transition, which stresses such ideational factors as changing values and attitudes, female independence as the main driving forces of the fertility decline. Six theories pertaining to explain low fertility was reviewed in this paper: rational choice theory, risk theory, post-materialist values theory, market theory, gender equity theory, preference theory, etc. This paper argues that low fertility is a societal phenomenon related to the structure of social institutions. Indications of the role of social institutions in the construction of low fertility are discussed in the rational choice theory and risk theory. The structure of social institutions in bringing about low fertility is shown in the market theory, gender theory, and preference theory. Finally, this paper discusses the main factors in addressing low fertility in Korea. These are instability of labour market, delay of family formation, and spread of gender equity.
