This article generalizes some results of scientific investigations of Saint-Petersburg state mining institute, carried out together with Siberian scientific-research institute of geology, geophysics, and mineral raw materials that were fulfilled under the program of 1999-2002. Customer for this work were Ministry of natural resources of Russia, as well as JSC "Gasprom" and JSC "Surgutneftgas".
In their tum, Eastern regions of Russia, having high potential resources and favorable geopolitical location, have problems in the attraction of foreign investments and high technologies for the carrying out of the development programs of own raw materials and minerals source and branches of industry, associated to it.
For South Korea as well as for Japan and partially for China such an integration in the field of joint exploration of fuel and energy resources will allow the diversification of fuel and power feedstock, the increase of the stability of national power grids under conditions of unstable geopolitical situation in the Near East countries. According to the forecasts available the oil market capacity in Asian-Pacific Region (APR) countries will amount to 400-550 million tons by 2010, and it will increase up to 1.1-1.8 billion tons by 2020; similar needs in natural gas will amount to 50-60 billion m3 and 200-400 billion m3 respectively.
The development of Eastern Russia regions and, first of all in Far East should be based on openness of economy, liberal mode of property internationalization and utilization of private investments.
It is advisable to implement the above discussed projects of fuel-energy resources exploration and main gas pipelines construction under the law currently in force "Agreements on the Products Division". In this case the projects become economically efficient and low risky both for Russia and South Korea. After realization of these projects the region should be turned into large producer and exporter of natural gas, oil and later, of coal as well.
The export strategy of Far East Economic region should be directed toward the systemic realization of North-East Asia projects of gas transport system construction, connecting gas mining and power consuming centers of Eastern Siberia, Far East and North-East Asia countries. The potential possibilities of natural gas export at the first stage amount for 30 35 billion m3/year, at the second stage 50-60 billion m3/year.
The proposals, listed above, should take into consideration marketing, geological-economical, mining investigations as well as the possibility to invest into programs.
