Russia, hoping to be a key oil supplier Northeast Asian economy as well as the largest oil exporting country in the world, is under serious consideration of constructing several oil pipelines. 'Russia Energy Strategy 2020,' which was declared last September as the basic energy policy for the next two decades, provides that new oil pipelines should be built to enhance efficiency of oil export and in particular, to diversify Russia's oil exporting market. The latter implies the necessity of a new pipeline construction in East Siberia which is geographically close to Northeast Asia. For the last several years, however, there has been a debate over whether Russia should allow building private oil pipeline or should maintain the current national monopoly of oil pipeline system. Recently, president Putin conceded that new pipeline should be constructed although he did not stand on any side of the debate.
In East Siberia, two possible lines are proposed. One is a line from Angarsk, an oil city in East Siberia, to Daqing, China's oil town in a Northeast province and the other is from Angarsk and Nahodka, Russia's ice-free port in Far East. As East Siberian oil pipeline is expected to have a significant impact on oil supply security in Northeast Asian economies, they are making desperate efforts to help Russia choose a line which is beneficial for their own economy. China, which faces a growing oil import and as a result, is increasingly concerned about oil security has supported Daqing line. Japan, on the other hand, is seriously interested in Nahodka line which is likely strengthen Japan's energy security. These two econo-political giants in the region have been competing each other over the last several years. The U.S., which has kept a strategic relations with Russia since the 9.11 terror, does not address a clear policy over the Russia's Far East pipeline plan. Although the U.S. is not part of Northeast Asian economy but has substantial influence over the region, its policy orientation toward the East Siberian pipeline seems to be important in the future.
Korea, which is a key component of oil supply and demand balance in Northeast Asian economy will be exposed directly and indirectly to the influence of Russia' oil supply to the region. It is true that until now, Korea does not make a clear decision about whether to take part in the project. East Siberian oil pipeline, particularly Nahodka line is expected to provide several benefits to Korea's energy supply system. As Russia's oil policy is more complex and complicate, Korea should be flexible in coping with the policy changes in Russia's East Siberian oil development and infrastructure building.
