The purpose of this paper is to suggest policy directions on the inter Korean economic cooperation for promoting the balanced regional development in North Korea. Unfortunately the possibility of unbalanced regional development in North Korea according to the recent inter Korean economic cooperation is high because foreign and South Korean businesses expressed an intent to aggressively invest on the special areas like Pyungyang - Nampo regions and Hwanghae - Do regions. As known, the Hyundai Group will construct the big industrial complex in Kaesong, North Korea. If so, the problem of regional disparities should be more serious than now. In this study, the basic policy directions on the inter Korean economic cooperation for promoting the balanced regional development in North Korea were suggested as following; 1) the‘ stepwise’inter Korean economic cooperation should be implemented according to the actual socio-economic situation in North Korea. It means that excessive investment in North Korea by South Korean firms will not be desirable either side. 2) Inter Korean business projects must be set up to develop the basic development potentials in each regions. 3) The implementation strategies of project should be differentiated with original characteristics of each projects. 4) The intensive cooperation between two governments in the North and the South and the support of international financial organization are essential for the balanced regional development in North Korea.
