This paper has focused on the introduction of Value-Added-Logistics (VAL) in the Comprehensive Logistics Center (CLC) in Korea for the decreasing of the freight transport cost and the vitalizing of the construction of CLCs, because CLCs have not been developed yet lively after the publication of the Plan for the CLC in 1997. VAL has been developed and extended very fast with the governmental support in the advanced nations. It can be introduced very easily in CLC that includes very various functions such as manufacturing, assembling, ... etc. In addition, the Port-CLS (a type of CLC), which handles import and export goods, is the most compatible for the introduction of VAL.
There are normally container depots, distribution centers, physical logistics centers, warehouses and support center in the Port-CLC. But, container packing centers, assembling & manufacturing centers, Test centers and offices for the substitute such as customs, information collection, ..etc. are necessary additionally for the VAL.
These facilities can be introduced in two types : one is the isolated type that each facilities are constructed separately, another is the united type in one facility with three functions such as container packing, assembling & manufacturing, test of goods. These facilities increase the value of goods between the container depots and distribution center and Physical logistics centers.
This CLC with VAL must be more efficient, when CLC is specified as Free-Trade-Zone (FTZ), because storaging, sorting, labelling, exhibition are very free in FTZ. The CLC will be developed as the most competitive logistics hub, when CLC, VAL and FTZ are consolidated together.
