New Demand for more plan-led spatial management system, combined with globalisation, deregulation, suburbanisation and localisation, present a challenge to the traditional paradigm of land use management and planning at the level of both nation and city.
Drawing on detailed case studies, this paper looks at the way in which the planning system has worked at city level, and seeks to identify its problems, causes and improvements in relation to current spatial planning system. This study pointed out dualistic planning system as one of major problems. The dualistic system means a planning system which can be applied to only urban areas.
The result of this study suggests three alternatives; consolidation of current National Land Use Management Act, Integration of National Land Use Management Act and Urban Planning Act, and complete reform of planning system like advanced European countries. This paper recommends an alternativeⅡ in consideration of Korean contexts, such as the trends of urban governance and institutional capacity.
