After passing through the so-called persecution period and the vortex of the opening the ports, the Korean Catholic Church, enjoying a relatively peaceful time, confronted a new double problem, that is, on the one hand, the acquisition of the social confidence and, on the other hand, the establishment of its religious identity. Thereupon, in colonial Korean society, which was governed by imperialistic Japanese, the Korean Catholic Church would find resolution through collaborating with the Government-General of Korea (朝鮮總督府) in the domination of Korean society. Since the Sino-Japanese war of 1937, Great-Asianism and Imperial Citizenship ideology were raging under the wartime mobilization regime. Therefore the pro-Japanese conduct of the Korean Catholic Church continued until the end of World War Ⅱ.
At that time the Korean Catholic Church was based on the principle of the separation of religion and politics. But it wanted to avoid dissension with the power of the state, so it actively followed the domination policy of the Government-General of Korea. As a result, when the Sino-Japanese war took place, the Korean Catholic Church held various events showing approval of the imperialist war, and then held mass for the dead. Furthermore, it permitted Jinja Sampai (神社參拜) to all the Korean catholic adherents since, the Japanese Imperialist Government and the Government-General of Korea craftily asserted that Jinja Sampai was not a religious ritual, but a simple national ceremony.
In the meantime, the Korean Catholic Church set about the commemoration movement of Korean martyrs extensively. It planned to establish a great commemoration monument. This movement had an intention to establish the religio-historical tradition of the Korean Catholic Church. Nevertheless, the commemoration movement of Korean martyrs was destined to degenerate into the war approval movement under the historical circumstances of the wartime mobilization regime.
