If there is anything that the European precedent at the end of the Cold War teaches us, it is that progress toward military security accommodation in the form of confidence- and security-building measures (CSBMs) and arms control is contingent on the political and economic environment in which that accommodation is embedded. On the Korean Peninsula, too, cautious, gradual and pragmatic regional measures aimed at addressing the underlying political conflict must precede any durable CSBMs regime or "hard" arms control that addresses the north-south military confrontation. Sustainable peace requires (1) mutual political reassurance and legitimization; (2) development of North Korea's energy, transportation and communications infrastructure as part of a much broader Northeast Asian regional process; (3) the employment of innovative international financial mechanisms (as well as bilateral mechanisms) to facilitate Northeast Asia's infrastructure development, of which development assistance to the DPRK is a part; and (4) the creation of a regional security body, analogous in some ways to Europe's OSCE, which would build transparency and trust while moving from a largely non-military agenda to an agenda that would focus increasingly on military confidence-building measures. Intrinsic to all of these steps is the requirement that North Korea signal through its actions as well as its statements its acceptance of peaceful coexistence with South Korea and its commitment to a sufficient degree of "opening" to permit it to contribute to Northeast Asia's regional development. The larger process of regional peace-building is complicated by a dynamic, rapidly evolving Northeast Asian balance of power and by lingering uncertainty about the future role of the United States.
