'Socialist Spiritual Civilization Works'('社會主義 精神文化' 建設) in China forms a part of the 'Socialist Modernization'. An aim of that works is nurturing 'Socialist Civics', who have a belief of socialism, patriotic sentiment and 'socialist morality', prominence both in scientific technique and cultural character. Realization of 'socialist morality' plays an important role in the cultivating 'Socialist Civics'. However, 'socialist morality' seeks an ideological core from Confucian ethics. 'Socialist Civics' have to master 'socialist morality'. 'A collective spirit'(集體主義 精神) which put a collective body above an individual, is the most important part of morality which 'Socialist Civics' must realize. In addition, that spirit arises from Confucian ethics.
But if the impartiality of public affairs(公) can not be secured by a firm system, 'a collective spirit' will be abused by dictatorial power. Also it has possibility which will give rise to restrain against a individual or a totalitarian order. As emperors of Chinese history did, the Communist Party of China puts Confucian morals to use for the sake of socialist system. That is to say, by using of Confucian morals the Communist Part of China would like to control peoples, in addition to reject capitalistic democracy and liberty.
Anyway 'Socialist Civics' in China is a man of virtue who both controls self-interest and devotes oneself to common benefit. In some senses, it is an exemplar of the ideal of person today which aims to integrate individuality and collectivity into harmony by rational way.
