The purpose of this paper is to analyze the check and oversight function of local councils in Korea, furthermore it is to find the best possible way to enhance this function of local councils.
Regular and irregular inspection, special examination of administration, auditing, inquiry and questioning are included and explored in the function of check and oversight toward the local authorities. The check and oversight function of local councils is conventional function and the rationale of them. But regarding the implementation of the function, local councils have not a few problems because of legal limitations, lack of experience, etc. Especially, the members of local councils don't have enough skill and experience to carry out this function. So, it is suggested that the function of local councils be helped by other special institutes like the educational center for members of local councillors, and specialists related to these fields. In addition, this paper recommends the introduction of citizen ombudsman, direct participatory institutions, i. e. initiative and reinforcement of council office to assist the members of local councils.
