The Parisian National Guard, the citizen army of the Paris Commune of 1871, serves as the focus for a study of the popular base of the Commune because its ranks included almost all male citizens and some of the female citizens of Paris. Increased in size during the Franco-Prussian War of 1870, the Parisian Guard organized itself into a Federation in February 1871, and its action and services touched nearly every aspect of life in the city.
From the beginning, the direct democracy constituted the basic principle of the Federation, and the revolution of 18 March only strengthened Guardsmen's adherence to the principle. Every attempt by the Commune's generals to compromise direct democracy for the sake of military efficiency met with stubborn opposition and outright refusl to comply from the ranks. The result was an army far more citizen than soldier, often inefficient, unreliable, and chaotic.
But the 'Republican Federation of Parisian Naitonal Guard' was democratic, and it held off government troops far longer than expected. The Federation perished with the Commune, but its members had the sense to see what later revolutionaries often ignored: the way the revolution is fought will determine the form of the new society.
