Before the Paris Commune had come, the ‘Peuple’ had been actually exlcuded from the conception of citizenship, while they considered themself as ‘citoyens’. After 1870, the ‘Peuple’ entered into the National Guard for defending France. However they regarded this service as an exercise of citizenship, and began to make an appearance for the performance of total citizenship. This led to the insurreciton of 18 march 1871. They set up their own government based upon their citizenship responding against the ‘Government of National Defense’ which was istituted after the fall of French Second Empire and had neglected their opinions, and they called it ‘Commune’.
Under the Commune, the ‘Peuple’ organised the political associations in order to exercise their citizenship, and one of these associations were designated the ‘Clubs’. The ‘Clubs’ were in accordance with French revolutionary traditions of 19th century, and reflected the socioeconomic and cultural transformations in the mid-19th century as well. Before and after the institution of the Communal government, the clubs had been spread over whole Paris and those who sought to exercise their citizenship had mostly joined together into them. They represented and determined their opinions about various matters ranging from their regional affairs to the political decisions of policies, and then transmitted them into the Communal government lastly. The government could not help treating and reflecting those opinions whether actively or passively. Because the Paris Commune of 1871 was fundamentally based upon the direct actions of the ‘Peuple' who took part in the clubs.
