In the Chinese history, the formation of unifying empire that meat penetration of the Ancient nation's new phase. The unifying nation corresponds the infrastructure investment for, among those is that the construction and maintenance of the road will be demanded essentially in rule of new phase. The construction of the road is the item which represents the investment of infrastructure at the degree which the nation will be likened today in the blood vessel of the human body. To because there was to Road net construction of the ancient nation and the road took charge of a lead role in national rule action. For such reason, The writer examined the importance of the traffic network to be utilized as the public construction of the nation management.
Specially, Construction of Road net in the time of QinㆍHan(秦漢) That construct the base for the economic and cultural exchange between Qin and Han Dynasty and a circumference area.
After unifies China, Qinshihuang(秦始皇)'s important rule activity which it does rightly to Royal tour(巡幸) the nationwide various places. From B.C 221 years to B.C 210, twithin short rule duration 12year he tries five times observing each area of empire allover accomplished.
The Royal tour(巡幸) is China ancient times ruler's important government affairs, so Qinshihuang(秦始皇) and Hanwudi(漢武帝) takes rightly like this method is important. It practiced a Royal tour(巡幸) continuously with like this reason and it the political stability which leads it attempted. These activities are advantageous in set up emperor's prestige, and consolidated border defense and national unification
If Road net's construction not enough complete, is simply impossible to patrol the empire. Although has not described the path construction civil engineering directly in this paper, But by the situation and the Zhidao(直道) and the Chidao(馳道) construction which entire makes judges, the Qin and Han Dynasty generation quite takes road construction. Moreover Qinshihuang(秦始皇) and Hanwudi(漢武帝) using road construct dominant unified empire effectively.
