Local autonomy means that work is managed by residents for themselves. But sometimes self-governing bodies have a lot of technical and legal problems in their official works, which we should cooperate to manage. There is a self-governing body organization which has special measures, and has been used positively to promote efficiency and reduce costs in develped countries. In particular, Japanese local autonomy law has prescribed a develped model which can serve as a model for Korea local autonomy law. But Korea has no local autonomy organizations. Therefore, Korea needs to develop such organizations in order to address numerous problems in modern society. Korea should be amended its' laws as follows;
First, the self-governing bodies should be established more and used positively in Korean society.
Second, a self-governing bodies should occupy an important position as a speical self-governing body in local. autonomy law.
Third, the right of self-government of organization should be protected by both local assemblymen and the head of a self-governing body organization.
Fourth, Korean local autonomy law should outline the duties of the supervisor.
Fifth, the Minister of self-governing administration should order the establishment of self-governing body after hearing the opinions of self-governing bodies concerned.
