This paper reviews Malaysia’s response to the Asian financial crisis, arguing that the government responded first and foremost to assure survival of the politico-economic structure that sustains the Malay elite, not to improve macro-economic conditions. While emphasis on regime survival is not exceptional, Malaysia’s dominant form of rent seeking has a particularly strong potential to reduce trust and cause long-term economic problems, especially with foreign investors. To make this point, the paper compares Malaysia to Vietnam, an economic success story with an equally strong and entrenched government, yet a different model of rent seeking.
