This paper explores the accomplishments and limitations of the welfare reforms undertaken by the Kim Dae-Jung government based on the recent debates about the main characteristics of the welfare reforms,
Kim Dae-Jung government's welfare reforms basically aimed at protecting the vulnerable generated by the massive neoliberal economic restructuring, The government expanded the coverage of the insurance programs and modernized the pre-modern public assistance program, And other part of the reforms, for example, the integration of corporative medical insurance programs, has emphasized a solidarity principle of the welfare system, However, the overall content and consequences of the reforms still maintained the neoliberal character emphasizing the com-modification of labor and the role of the market in welfare provisions, Thus, according to the Esping-Andersen' s regime typology, the main features of the Kim Dae-Jung government's welfare reforms can be characterized as a mix of conservative and liberal regimes. Thus, the Kim Dae Jung government's welfare reforms should be interpreted as having a partial continuity from the previous 'developmental welfarism' rather than as a 'paradigmatic shift' completely broken off from the past,
In conclusion, this paper suggests an alternative regime type in oder to better explain the characteristics of the Korean welfare system including those of some East Asian states such as Japan and Taiwan.

본 논문은 최근에 학자들 사이에서 에스핑-앤더슨의 복지유형론을 중심으로 전개되고 있는 김대중 정부의 사회복지개혁의 성격논쟁에서 본인의 시각에 대한 비판에 대한 반론과 다른 학자들의 해석들에 대한 비판을 전개하면서, 현 정부의 복지개혁의 특성을 분석하였다.
김대중 정부의 복지개혁은 신자유주의 구조조정으로 발생하는 취약계층을 사회보험의 적용확대와 공적부조제도의 개혁을 통해 국가복지의 확대로 보호 하려고 하였다. 그리고 의료보험제도와 연금제도 등 사회보험제도의 운영을 능한 계층을 하나의 통합된 조직으로 개혁함으로서 사회적 연대성을 강조하려는 노력도 찾아볼 수 있다. 그러나 전반적인 개혁의 실질적 내용과 효과는 국가의 재정개입을 최소화하면서 규제중심의 복지개혁이며, 노동의 상품화와 근로복지를 여전히 강조하고 있고, 복지의 시장의존성을 견지하고 있다는 점에서, (신)자유주의적 성격을 상당 수준 가지고 있다. 따라서 김대중 정부의 복지개혁의 성격을 에스핑-앤더슨의 유형론의 입장에서 평가했을 때, 일단 큰 틀에서는 보수주의와 자유주의의 혼합적 성격을 가지고 있는 것으로 해석하고자 한다.
그리고 이러한 수준의 복지개혁은 일부 학자들이 해석하듯이 과거와 단절된 “패러다임적 전환”으로 평가하기보다는 과거의 국가주도의 산업화과정에서 형성된 ‘발전주의적 복지주의 (developmental welfarism)’의 유산으로부터 상당한 연속성을 가지고 있다는 것을 강조하고 있다. 그리고 결론에서 이러한 복지개혁과 한국의 복지체제의 성격을 설명해 줄 수 있는 복지유형론의 대안으로서 ‘발전주의적 복지체제 (developmental welfare regime)’의 가능성을 제시하고 있다.
