This thesis is to analyze the Sovereignty theory of Yoshino Sakuzou, who was the greatest philosopher of Taisho democracy movement. In previous analyses, it was generally accepted that Yoshino’s theory of Minponshugi was against absolute monarchism. Even though Minponshugi in depth was a theory calling for democracy, it deliberately and politically avoided possible conflicts against the government which was firmly based on absolute monarchism which demanded the people’s unconditional obedience.
But Minponshugi, which excludes national sovereignty from democracy, was not only aimed at avoiding conflict against the government, but also the subjective result of the motivation to overcome the national sovereignty given by the social contractualism.
In conclusion, his sovereignty was based on state sovereignty theory. His sovereignty not only overcame the political function of the German state sovereignty, but also coincides with the ideological function of the national sovereignty which was refusing the people’s democracy.
There is of course a big difference between those two theories. German state sovereignty is based on the abstract and value-neutral state person and Yoshino’s was based on concrete collective nationalism. But his Minponshugi’s role was absolutely coinciding with the German state sovereignty theory.
This thesis is to analyze those two aspects and political function of his Minponshugi which have been neglected by previous studies.
