Britain entered the Iraq war without two conditions that many British people wanted to fulfill: one, the second UN security council resolution, the other, the evidence of weapon of mass destruction (WMD). Why did Britain go to the war without fulfilling these two conditions? Why did Britain take the risk contrary to the popular public opinion of anti-intervention into the Iraq situation? This paper examines the reason of Britain's decision for the war in terms of the roles of structure as a historically established decision-making environment and agency as an individual who chooses specific policies within the constraint of structure. One way to grasp the interaction of these two pillars is to focus on political discourse. Narratives among policy makers that bridge structure and agency give us the answer about the way the world to be formed. They also give us a clue about agency's efforts to transform the world. While structure imposes the possible range of choice and opportunity, agency shows how the policy is constructed according to the manner it perceives the world. Britain's decision toward the Iraq war was the result of interaction between the influence of Atlanticism which gives a priority to the alliance with the US, and Blair's moral understanding of the recent world development in which he argues that Iraq intervention is not for territories but for value of human rights.
