What are the major characteristics of the North Korea's economic changes as highlighted in the recent 'July 1 Economic Measure for Management Improvement'?
The reform measure emphasizes 'the pragmatic pursuit of interest' and 'the decentralization' of the overall economic management as expressed in the phrase, "the expulsion of free ride and lumpen". It may be said that North Korea must make slow right turn while making left turn signal. In a broad perspective, this tendency may be summerised as 'gradual marketization'.
There are two reasons for this. First, the economic reality of North Korea that may not be viewed a central planning system as indicated 20-30% factory operating rate. Second, the expansion of 'decentralization' and so called 'market regulatory space' may function as a driving force for new reform of the old classical socialist economic system as indicated in 'July 1 Measure'.
