‘Universal Design’ is the design to expand the potentialities that all people easily use product, system and service beyond generation, age, sex and physical disability. But unfortunately, the existing methods for universal design certification still are required of more objective standards and criteria and more reflection on characterized feature including user-centered needs and values. In this study, we have researched, compared and categorized the evaluation criteria of 12 good design awards and certifications and evaluation guideline of universal design in 12 cases in over 10 countries and companies. We have analyzed all raw-data of evaluation criteria, standard and checklist by the various methods: KJ map, Factor analysis, Multi-dimensional scaling, Cluster analysis, and then have structurized evaluation factors. The feasibility of proposed method was verified by a comparative study of excellent universal design cases, heuristic evaluation and expert survey. We have developed a synthesis evaluation-framework for effective universal design certification. Especially, this study suggested the 5 main concepts of evaluation standards for universal design: physical usability and convenience, mental satisfaction and emotion, cultural and social value, economical efficiency and validity and human-centered standards and process. Specific evaluation standard consists of 16 detailed evaluation headings and each heading include several evaluation-question. Proposed evaluation standard can be helpful to certify the universal design objectively and fairly and can provide effective guidelines for designers to realize user-centered universal design. Finally, the limitations of this study and the recommendations for a future study were presented.
