The notion of cities has changed from that of a static or fixed entity to an appreciation of a dynamic system woven together by interactions between its parts (people, environments, and policies). Riding on the changing mood, researches have been made to model urban growth as the result of complex systems. Urban growth models using Cellular Automata (CA) are one branch of these attempts. Because of their attraction (simplicity, flexibility, and transparency) as a modelling framework, they have been cited in much of the literature as a promising tool to model realistic urban growth. The aim of this research is to construct and develop a model that would assist in the understanding of the processes involved in urban growth in the Korean new cities by ensuring unplanned growth is minimized. A model for new city growth (the so-called NCGM: New City Growth Model) was developed on the basis of stochastically constrained Cellular Automata. A Genetic Algorithm (GA) was designed to calibrate the NCGM. Accuracy and consistency of the calibration results through the GA were sought using a data set from BunDang New City followed by the validation of the model by application to another new city in Korea (llSan New City). This research clearly demonstrates that NCGM can successfully model the new city growth and support new city planning.
