To this point, the Taekwon-do game has been the subject of controversial decision and fairness of scoring in light of its external growth. Under this point of view, introduction of the electronic protector is to grant the fairness, reliability and objectivity on the decision of the referee during the Taekwon-do to resolve the decision controversy that occur almost in all games, contributing to the popularity and scientific development of Taekwon-do game as well as making grave influence on improvement of national recognition through the national economic development and the integrated development of Taekwon-do. The advance studies for establishing the fairness for Taekwon-do have been made with the issue on referee's qualification and improvement of the rules that the problems in Taekwon-do have not been able to solve.
This study is composed of questions through the discussion with the 7 specialists related to Taekwon-do, and by referring to the open-end questionnaire, it is re-structured for interview questions with semi-structured questions. The researchers use the interview questionnaires to select professor in Taekwon-do Department, official in Taekwon-do Association, referee of Taekwon-do for the in-depth individual interviewers.
As the result of interview with the research participant on the issue of referee's decision in Taekwon-do, the three problems were formulated in intervention of private feeling such as personal interest, ambiguity of scoring part and the presence of blinded area. This type of problem has been closely related to the part presented as the improvement point in advance study on the decision making and game rules that had been raised to this point. And, such problems are deemed as a difficult task to overcome simply by the education on referee, revision of the system and others, and the participants in this study all have consented to introduce the electronic protector as shown in the contents of the interview.
If the problems of referees continued, it ultimately resulted in weakening of 'strength' of Taekwon-do. At a time when Taekwon-do is selected as the official event in the 2012 Summer Olympics, there has to be ceaseless efforts to secure the fairness of Taekwon-do and the active support to resolve the problems in sensor verification of electronic protector, intensity decision, irregular attack, wearing time and water proofing, price and size.
