Local Governments of South Korea have been actively participating in the inter-Korean cooperations for more than 10 years. The role of local governments in humanitarian aid and economic assistance to the North Korean people has been expanded and is expected to grow further in the coming future. Now, building up a more tuned-up system and mapping out more effective strategies and goals for the inter-Korean cooperations become a very important agenda for local governments.
This research focuses on how to construct the governance system of the local government"s inter-Korean cooperations. Namely, this research aims at establishing an inter-governmental network and cooperation structure in the field of North Korean projects. The governance system would promote the efficiency, effectiveness, complementariness of local government"s North Korean projects by providing strategic directions and carefully designed coordinations.
This research has five suggestions for the construction of the inter-governmental governance system in North Korean projects. First, local governments should define and share the common goals and strategies for the inter-Korean cooperations. Second, the three governments of Gyeonggi, Gangwon, Incheon provinces should form an intensive working network and cooperate with each other in their North Korean projects. Third, Gyeonggi province should construct its own local cooperation network of which the provincial government, city/county governments, local NGOs and firms, and other civil groups are major constituents. Fourth, local governments should establish a nation-wide cooperation network and set up a common secretariat for supporting and coordinating the North Korean projects of the member governments. Fifth, local governments and its network should build up cooperation systems with the central government, international organizations, NGOs, and business sectors.
