Strengthened by the development of information communication technique, the national effort continues in establishing a realization of the electric government. One of the futuristic looks that the electric government aims at is the government utilizing the computer in the most effective ways throughout the world. Thus, the present study views from a point of the ordinary living-executive productivity improving by the government employees utilizing the information communication technique. Henceforth, the study analyses the considerable factors in the executive organization's internal state as to seek the ways to heighten the capability while, the Answer Tree analysis method is used for such purpose. In addition, the user's active capability in information communication technique is set as a variable mark along with its each service level including categories and answer's individual characteristics as a predictable variable. Due to an outcome of the Answer Tree, a factor that effects the final variable mark the most significantly is recognized as the Intranet's(Network) establishment state in each departments of the organization. Meanwhile as a following, the support and cooperative system of the department as well as the information approaching system about the Internet and PC Communication is insisted as in the first joint structure. Especially in response to a profitability record as one of the evaluation data based upon the Answer Tree analysis, the most profit-offering item in the entire tree structure is the matter of whether the information communication department's supervised educational content has the relevance and effectiveness with executing of duty while revealing that the user's educational level must be high. Therefore, it appears that we will need to some interest given in to the appropriateness, exactness, and effectiveness of the future government employees' education content.
