This article is to illustrate the problems of the policy for the intangible cultural properties through an analysis of the efforts and the frustration in the process of the improvement policy by the government of Korea in the 1990 s and clarifies the cause. In this study, I hope to clarify the inevitability of the improvement policy process in 1999 by the Cultural Properties Administration and to provide the theoretical support that will help the person in charge of the policy to act according to his belief.
The scope of this article is fixed on the preservation and transmission of important intangible cultural properties. The object of this study is to analyze the plan of management improvement in 1993, the contents of the change for the worse in 1994, Improvement plan of preservation and transmission policy for important intangible cultural properties announced in 1999, and the demands of the group against improvement for the policy while determining the inevitability of the improvement policy in 1999.
