The purpose of this study is to analyze the impacts of specific elements that are considered to be responsible for the growth variations of new towns. YoungDong, which was developed through a land readjustment project. In this research, the elements that were categorized as follow. Using multi-regression as the standard, the Growth Variation Model was constructed in this study to determine the impact each of the aforementioned elements. Consequently, it was found that the policy-oriented and auxiliary function for urban development elements each contained sub-elements that could be combined qualitatively. Therefore, they were merged together and quantitatively classified as the policy-oriented and auxiliary function for urban development, respectively. This is in contrast to the socio-economic element which was further divided into the commercial employment, and the business and service employment elements. The result of the analysis in this study revealed that the policy-oriented element had the highest impact on the growth variations of the new town. This was followed by the commercial employee element, and the business and service employee element. The auxiliary function for urban development element was determined to have an impact. In addition, to determine consistency, the Growth Variation Model was also applied to the former ‘new town’ of JamShil in southwestern Seoul. The application yielded the same results. Therefore, this Model was found to be both accurate and useful in estimating the impacts of these elements on new town growth variations.
