Due to the generalization for the disorganization of society and a family following the industrial society and to the overweight of educational burden, juveniles are failing to establish the desirably value system because of coming to have less opportunity that will have human close relation from being a child, of coming to have difficulty in receiving the wholly moral education, and of leading to confusion without behavioral norms together with the collapse of value system caused by the rapid change in society and by the inundation of foreign culture. In addition, the deepening of a distinction between rich and poor and to the prosperity of entertainment industry under the capitalism, do cause unstable juveniles in the years of adolescence to have the seriously weighted mental burden, thus leading many juveniles to deviation and a crime.
As for juveniles these days, smoking and drinking are generalized, and it is the reality that they are following the apolaustic features of adults, as they are, such as collective lodging together and sexual experience.
What desires a school or society to handle as to what a home failed to solve, is not the real looks of parents who have a home and need to lead children in a right direction. Just the concern from a home is the most effective method that can reduce a juvenile crime. Further, because the deviation and violence at school just lead to producing violence of society and to increasing many juvenile violence criminals, the education agency needs to proceed with stepping up the new value-system education and the ethics education, by resolutely converting a school into a place of meeting, conversation and play. The national agency inevitably needs to convert cognizance even into what puts up as security as to the existence of the nation and the future development, beyond the prevention and the handling of a juvenile problem, from the national concern about juveniles.
With the fragmentary approach centering on the crackdown against a problem of school violence and on punishment, there are many possibilities to commit fear of mass-producing students who are offenders, rather than guiding students. Accordingly, the approach strategy focusing on this crackdown and control needs to be amended in the basic aspect, and aiming to fundamentally solve a problem of school violence, it requires a synthetic and continuous counter-measure, by diagnosing the systematic and basic problem in the psychological, sociological, educational and legal dimensions, In other words, it requires the multidimensional and simultaneous approach in each of aspects of students, homes, teachers, schools, related agencies, community and the government, Consequently, it will need to be established a study, a policy study and a countermeasure as to juveniles that are more deepened.
