수도권에 인구와 산업이 집중하여 과밀, 혼잡하며 지방발전을 저해한다는 인식이 수도권 집중억제 정책을 뒷받침한다. 이 글은 수도권 문제로 지칭되는 여러 측면의 현상들, 예컨대 수도권과 지방의 인구추세, 산업구조 변화, 수도권과 지방의 경제적 연계관계 등에 대한 실증적 증거를 검토하여 정책의 전제들이 뒷받침 되는가 검토한다. 이와 함께, 과거의 수도권 정책들이 어떤 효과 및 부작용을 가졌나를 분석하여 수도권정책을 비판적으로 평가한다.
