This paper is to explore a new paradigm for planning rationality in the context of human decision-making. I take two-level concept of rationality envisioned by Marx and Weber as a central methodological principle, and develope a framework of four-category schema ; namely, action and systems on the one, and situation and structure on the other. On this basis, I explore the divergent conceptions of rationalty, setting out its problematics - i.e., a trend toward dichotomizing in the current of planning thought. My working hypothesis is that it suffers from two major shortcomings - the dichotomy Type-Ⅰ and/or Type-Ⅱ error - that I seek to reformulate for theoretical reconstruction. I argue that such a reconstruction, i.e., the elimination of both errors, is a twofold process - (ⅰ) the action/system dialectics on the ontological level on the one and, (ⅱ) the situation/structure heuristics on the epistemic level on the other. Then I turn to a step beyond reconstruction, enter into the intentional actions of rational-reflective agent. In so doing, the basic task for decision-making is considered to move toward a unity of two rationality principles of causality and teleology which are involved in any planning enquiry. In the dialectic of our theoretical scheme, the dialectical tension between what is and what ought to be is to be resolved by the decision-maker's reflexive tum (iii) toward a new synthesis.
