Many local governments have subsidized the construction of the open set of television drama. They hope that the projects will generate positive external effect for local economy. To be realized, visitors must increase and that is affected by visitor's benefits. Visitor's benefits is the use value of open set. The objective of this paper is to estimate the use value of the open set of drama, Haesin in Wando. To estimate willingness-to-pay(WTP), contingent valuation method(CVM) was adopted. The survey was carefully designed and implemented. The overall results show that the estimated WTP is statistically significant. WTP per a visitor is estimated to be 4,441 Korean won by CVM model with covariates and use value per a visitor including admission fee is 6,441 won. Total use value of open set is estimated at 14.8 billion won for 4 years. This results support Wando-gun government's policy, subsidizing 5 billion won to open set, Haesin. This paper is to be help for policy-making process and feasibility study for subsidizing the construction of open set.
