This paper empirically analyzes the differentiated effects of various local growth controls and, most importantly, the impacts of neighboring jurisdictions on the amount of single-family housing construction. Based on spatial econometric modeling, the empirical analysis targets the localities in California during the late 1980s. And it uses the 1988 California-wide survey of local growth controls as well as the data of building permits, population, housing, and housing price index. The analysis has found that restrictive residential zoning, which suppresses permitted residential density on given land, constrained the quantity of single-family housing construction whereas urban growth boundaries accommodated such homebuilding. Regarding the influences of neighboring jurisdictions, the single-family housing construction in each jurisdiction itself was positively influenced by nearby localities' population growth and their implemented population growth or housing permit caps. However, such single-family housing construction was negatively influenced by the restrictive residential zoning enacted in adjoining localities, which showed the significantly positive correlation with such zoning implemented in the own jurisdiction itself. This presents that the spatial interdependence among spatially proximate jurisdictions in enactment of restrictive residential zoning was likely unfolded.
