As the issue related to "Townscape" has recently drown the public attention, Korea has also recognized its importance, and numerous local-governments have concentrated on making unique cities. However, the administration of townscape has not been firmly settled in spite of devoted efforts of local-governments. Therefore, considering that Japan and Korea have similarities in their systems, this study examined the townscape administration policies that has been designed and implemented in the 12 large cities with prefectural level dominions in Japan. The study focused its analysis on the urban townscape planning instruments, the administrative systems and the methodologies used by local governments for promoting citizens participation and the development of partnerships. Based on this analysis, this study suggests the following directions for the administration of urban townscape in Korea. 1) It is necessary to define the guidelines and regulations for urban townscape through a townscape ordinance promoted by local government as part of their townscape administration policies. However, in the initial stages the generation of strategical policies such as townscape model zones for specific areas and the involvement of citizens are important elements that can assure the generation of better policies and more positive results. 2) In particular, for the effective deployment of policies such as townscape model zone, it is recommendable to set up plans and standards in cooperation with citizens. 3) In addition, the systems through citizens can actively participate in the execution of policies and townscape maintenance, shall be prepared through a citizens participation system which should include planning, discussion and decision-making processes. 4) For the townscape administration system, the imminent issue is to establish a townscape management organization that can be in charge of promoting the cooperation among official organization and urban townscape management. Within this process, the position and obligations of the urban townscape department in the whole organization as the comprehensive coordinator is a very critical issue.
