This dissertation analyzes a TIF(tax increment finance) as an alternative of local government financing infrastructure. Financing problems in the Korean urban development broke out recently. After the IMF bailout program in 1997, the Korean real estate market has undergone the radical changes caused by the asset deflation. This deflation affected overall urban development projects, especially, funding construction costs of infrastructure in the five new towns constructed since 1989. The question of financing infrastructure facilities emerges as a key issue in the field of development projects. Therefore the focus of this dissertation is the usefulness and application of the TIF to financing infrastructure of urban development in Korea. For this purpose I have the TIF simulation of a new town case-the BunDang new town development. The result of simulation is such as follows. TIF will be very useful financing method for local government in urban development. The TIF is available to the follow cases. First, the development district of expecting a lot of capital gain from changes of land uses. Especially, the districts of 50% more in the ratio of land for infrastructures and the large new town area(1 million ㎡ more) needed early investment of infrastructure facilities. Second, pooling small development projects without the liabilities of infrastructures. Local government would finance costs of infrastructure facilities in pooling cases. Third, the improvement of infrastructure facilities in the planning zone of existing downtowns and the development of unsold land in the 5 new towns. Concurrently the environment of urban development districts would be improved, because infrastructure could be supplied just-in-time through the TIF. Therefore sale in lots can be accelerated by these improvements.
